I have an asrock 980DE3/U3S3 Motherboard which I am using with an AMD FX6300 BLACK EDITION however I haven't even installed Windows and my CPU is running at 74 degrees C is it because of my motherboard, should I replace it. BTW I am using the stock heatsink that cane with the CPU

heat will have next to nothing to do with the motherboard, if anything's the problem (if there even is one, no idea what temps are normal for AMD CPUs) it will be the CPU cooler, or a lack of thermal paste.

You'll want to invest in a proper CPU cooler. FX series CPUs tend to get really hot generally (I was fortunate enough to never go past 50C on my 4300 before overclocking it)
