R9 270x is a lot cheaper, you probably mean R9 380 or R9 285.

im talking Canadian currency and its not under 250 its over budget 

R9 380 is even cheaper then the GTX 960.. at least where I live

I think it's generally a good idea to use CAD instead of $ cause people will assume usd, since two different currencies with different values, but with the same name and symbol (one should change their name of currency to be honest, it's confusing, and some people get confused thinking that canadian prices are so much higher, where in reality just different currency with the same symbol)

Still too powerfull, the GPU should be 2x more expensive then the CPU for an average gamer, but if you want something for streaming, I would say that you can spend 50-50, but a CPU 2x the price the GPU is way too much.

Unless you plan on getting another 8gb dimm within a couple months, you'd be better off getting a 2X4gb ram kit, and take advantage of the dual channels. 

im planing to upgrade everything except the cpu so i probaly wont get the other 8 gb for awhile so 4x2 u say

I thats why I said that "but", still, i7 isnt a must for most people that render small things, like ocasional gameplay, unless he is going to do this everyday and professionally.

Yeah, definitely 4x2, and if you want to go to 16gb, you can just get another 4x2. Honestly, very few users besides professionals see gains past 16gb ram, anyway.

The e3 1241, which is just a 4770 without onboard graphics would save you $70 for very little performance loss. https://ca.pcpartpicker.com/part/intel-cpu-bx80646e31241v3.  You could use that money somewhere else where you will actually notice a difference, such as your gpu, or you can just pocket it.   Either way, unless you get a mobo that allows overclocking, no reason to get a K series chip.
