No, the 980 Ti has always been $650+. you should keep the rig your friend recommended I've had the card it's amazing 

Remember I'm new to PC world so I apologize for how I may come across. I am strictly talking performance here since idc about Nvidia vs Amd lol. So you haven't had any issues with the bios (idk what that is but someone mentioned it before) And what do you think about that other build that that guy made early on in the replies?

Also if anyone could help me with the monitor that would be great. I was originally thinking 60hz because fps in 4k isn't insane yet. I found this monitor: http://www.newegg.com/Product/Product.aspx?Item=N82E16824236466&cm_re=mg279q-_-24-236-466-_-Product Which seems to be amazing, but I don't know much about monitors. As I has said in the Original Post I would be at an immense disadvantage if I were to play something highly competitive such as CSGO. Also, I was curious, does dropping the resolution to gain more fps mess with how it looks or will it just scale down (still taking up the full screen)

Yes, I've had both cards, and in terms of performance the R9 295x2 kills the 980 TI, and there are no problems with the card or its bios, My PC died with the R9 295x2 and took the card with it, so I got a 980 TI, but if I had to pick, the R9 295x2 is a much better card

I'm simply asking, you don't have to but man would it be a godsend. See I don't know what companies are really good and what's compatible with what. So do you think the first build I had was good? Or maybe you could make a build for me? Preferably cutting costs where ever I don't need to spend money.. One of my friends said I should go with 8gb of ram instead of 16gb, and if I need more I could always just simply upgrade it. And I've been giving it an insane amount of thought and well... Maybe I shouldn't go 4k yet? The technology isn't all there, it's expensive as hell building a PC just to barely pull off 60 or so fps is also expensive as hell. I was wondering maybe I'll go with a 2k monitor? Specifically the Acer Predator XB270HU 144Hz IPS G-Sync Monitor. Linus did a video of it if you haven't seen it I'll leave a link here.

I've seen both 4k, (since I have a 4k monitor) and 1440p 144hz and that's all up to personal preference, and sure here I'll pick something out for you
