GPUs tend to be hotter then CPUs. Temps seem fine to me under load.

i have a gtx 960 with the reference cooler and it heat up to 70 ~ 77 degrees celcius under load, and i wonder if this temps are normal for this card, btw my room temp are 30 degrees

 

Yes your room temps are far too high so I wouldn't consider the temps out of normal, most reviews do their benchmarks at 20c room temps so that means 60 to 67 which is fine.

If it goes like 80+ then it might be getting too hot.
