I'll start the pc and i'll get the windows loading screen then the blue screen flashes then the pc restarts is self 
pc specs dell optiplex gx280 motherboard rev A00, Pentium 540,radeon hd 6670, toshiba hard drive 1gb ram windows 7 32bit 350 watt power supply.

Catch the note and number of error of BSOD and search fix online on some other PC if your cant even start. Also try to eliminate some things like memory. If you have multiple sticks put them 1 by 1 and try to see if some if faulty. BSOD is in my experience at least usually a hardware problem.

i can even read the bsod it flashes and the pc restarts, and its not the ram

check the bios for what SATA mode it is running. IDE or ACHI (or raid) are your options. toggle between them. This is one of the common causes for this type of blue screen. If that fails boot into safe mode and look at the logs in event viewer (actually do this first).

there is no safe mode option, i cant see im running IDE or ACHI, it says "This drive is controlled by the system bios"

 

1) safe mode should be their but looks like dell likes to change things. get your system restore DVD and boot from that. should be a few one click utilities to either boot to safe mode or to repair the system.

 

2) bios: Look on this thread: http://en.community.dell.com/support-forums/software-os/f/4677/p/19477919/20237426

Should be able to set it there. you might also only have a raid on/off switch.
