So i've built a new pc, first time builder here, and i got the Windows 7 Home Premium OEM version of windows, and I put the disc in the optical drive, and it's not booting from windows, am I doing something wrong?

Did you Press any key to boot from CD or DVD....

have you changed the boot order? it should be in your bios

Try taking the disk out and back in. And try redoing sata and power to the drive maybe? It should boot from the bios and p[ress any key to boot

And once i get into the bios how do i change the boot order?

What motherboard are you using at the moment?

ASRock h97 pro4 motherboard

Using the below image as a reference, you will need to click on the Boot button within the BIOS:
