graphics card affect fps in gaming right? or is it all in the CPU?
im a nood. 
if it does affect FPS, is it the effective memory clock that makes it have more FPS? is it the core clock? is it several different things??

Cpu and gpu must not bottleneck each other.

8gb total ram.

More ghz cpu better 3.ish+ is usually ok  3.5+ is good

Are you trying to find parts to build a PC? If so what's the budget and location. ALso yes the the GPU gives you most of your FPS. Don't let them bottleneck each you want a balanced build.

An example of a balanced combo

I5-4690k and r9 390

Unbalanced.

Fx 4300 and GTX 980Ti

You've oversimplified the effect frequencies have on chips. Yes, increasing frequencies improves performance per the chip, but architectures need to be understood and frequencies aren't everything. Example: Haswell vs Vishera. Intel CPUs can achieve better performance because the architecture is able to achieve higher IPC which is super important. Same goes with GPUs.

 

@ibehymer. As long as your CPU can keep up, you have enough VRAM and RAM, your GPU is the primary source of your frame rate. That being said, some games are CPU heavy or rely 80% on the CPU(rough estimate). Games like that include Skyrim, Starcraft, Minecraft, Battlefield 4, Crysis 3, NFS Rivals, etc.

The most important things to consider are the architecture, i.e. Maxwell and Kepler for NVIDIA or Graphics Core Next (GCN) for AMD, the core count, i.e. CUDA cores for NVIDIA and stream processors for AMD, which are mostly equivalent except in name and certain features, and core clock speed. 

 

Secondary items to consider are the memory clock speed (not that important for games since bandwidth is not a bottleneck), graphics memory (you don't want to run out, but often it isn't the biggest issue), and ROPs and TMUs (if I recall, ROPs handle 2D stuff and TMUs do 3D).

 

Yes, graphics cards have the biggest impact on FPS, but the CPU is important too since it does certain physics calculations and other loads that are more appropriate for fewer, but more powerful cores, and it can hold back the graphics card if it isn't powerful enough. Intel CPUs are better in this regard since games tend to rely heavily on a single thread in DirectX11, which makes them much more appealing than their AMD counterparts, but they may both be viable options with the advent of DirectX12.

Yeah man that's good, you may wanna look into the r9 390 which can price around the GTX 970 but performs better. I don't know about the r9 390 vs 290x they should be fairly similar if not the 390 should be better in terms of TDP, temps, and getting more FPS in general.

What's the rest of your system specs? CPU, PSU, ram, ect ect

The i5-4690k pairs well with the 290x or 390

Look great man! For the GPU I'd suggest the r9 390. This should easily run any game at 1080p high-max settings at 60+FPS. If you don't have the money for a card like the GTX 980 I'd suggest an r9 390x. This should run just about every game ultra-max 60+FPS while being a bit more future proof. Both would be great choices but the r9 390 is good if you don't have the money for something like a 390x.

For the CPU cooler, what Kindda overclocks do you wanna have? If it's a small,but effective one and you still want a quite build a BeQuiet! PURE ROCK would be a nice choice, if you wanna go all out extreme overclocking for the CPU a corsair h100i AIO liquid cooler. If you wanna go for a good one but don't wanna risk having water cooling a BeQuiet! Dark Rock 3 or Dark Rock Pro 3 would be a nice choice also.
