No tvs display over 60hz. If it says 240 he it displays the same imagine 4 times to make it look like its 240hz

Aah, frame interpolation.

 

There are a few tools that allow you to interpolate frames in a file, but usually, you can do it in professional video editing software like After Effects.

Probably any imaging software with a LERP fuction should do it.
