[PLEASE HELP URGENTLY] DELL VOSTRO 2420-BIOS AND OS are corrupt..

My Dell Vostro 2420,One of three identical laptops,gets stuck at the dell logo and stays there.If I press and hold any key,the blue bar fills up and the OS usually boots.(I can't access advanced boot or boot options,hardware test (thorough mode) passed).I only recently upgraded from windows 8 to 8.1update and the OS worked...I gave it to a friend...and a week later,I got it back,But now...the OS doesn't boot, After getting past the dell logo in the aforementioned way,I only get a ocassional flashing Connectivity symbol on the left corner and the mouse pointer which disappears and reappears when moved.I am in need of urgent help..

CPU: i5-7600 @ 3.5Ghz (Boost to 3.9 maybe even 4.1 but who knows)

GPU: ASUS NVIDIA GeForce GTX 1050Ti 4GB OC Expedition Edition

Well then the BIOS isn't corrupt, just the OS. Have you tried reinstalling?

It doesn't boot from USB or a Linux Rescue disk

Try force shutdown the laptop. Press the power button for around 10+ secs.

I'm guessing you don't have Window 8.1 installation media. 

 

It's not recommended to do this but try force shutdown the laptop while it still loading at the Dell logo, that should bring up Advanced Option to enter Safemode. Do it twice if it didn't work.

Cool, load that up and enter Repair System instead of Install. You should be able to access Advanced Option menu after that to enter Safemode.

What you mean it won't load? Safemode or the USB?

 

If you can't boot the USB pendrive, you need to enter BIOS by pressing F2 on POST and disable Secure Boot. Make sure you unplug all pendrive before doing that.
