1. Proably somewhere in the equivalent of the nvidia control panel, I think it's called catalyst. (not sure about this one) 

2. Renders the game at 4k so yeah

Under the "My Digital Flat-Panels" in CCC, in "Properties (Digital Flat-Panels)", check "Enable virtual super resolution."

 

Finally adjust you resolution in windows.

 

IIRC the max you can do ATM is QHD+, which is 3.2K (assuming 1080p is 1.9K).

Some cards already support 4K on AMD VSR.
