I installed an new MOBO (gigabyte GA-78LMT-USB3) and my CPU fan is always on max.

o thought it was just a new startup thing but guess not. Please help its so annoying.

See if there is a smart fan mode in your motherboard's BIOS

If your BIOS isn't very helpful, you could download a 3rd party application to control your fan

I have used that MB before and its own fan control does what it is intended for, so double check the settings on the BIOS and if you can update it i recommend you to do it, another think that came to my mind, is check your fan cable is properly pluged on the CPU fan connector on the MB not on the chassis one, this MB has 2 fan connectors on it.
