would it work if I replaced this cpu with a AMD athlon x4 860k?

 Nope, you'd have to go intel or 8320.

If so how do I fix it?

I have noticed that my graphics card isnt really performing that well even when on medium low settings on games like battlefield 4

No generally it should not be bottlenecking. The 270x isn't very high end, an Athlon x4 shouldn't bottleneck it most of the time. You can check GPU usage in games with MSI afterburner, if you're lagging but getting less that 90+ GPU usage you have a CPU bottleneck

What are some good options for affordable AMD CPU?

8320, 8350 are pretty much the only nearly OKAY cpus AMD have and you won't get a 270X bottlenecked with either of those.

 

Should just get an i5 4460 with a new mobo if you could, quite a bit more than just replacing a CPU though it would not bottleneck future, better GPUs..
