No generally it should not be bottlenecking. The 270x isn't very high end, an Athlon x4 shouldn't bottleneck it most of the time. You can check GPU usage in games with MSI afterburner, if you're lagging but getting less that 90+ GPU usage you have a CPU bottleneck

 What itachipirate said but also check your task manager and see your cpu usage when you bottleneck. If it lags when it hits 100% then you're definitely bottlenecking your cpu.

8320, 8350 are pretty much the only nearly OKAY cpus AMD have and you won't get a 270X bottlenecked with either of those.

 

Should just get an i5 4460 with a new mobo if you could, quite a bit more than just replacing a CPU though it would not bottleneck future, better GPUs..
