Something wrong with my PC.

i have an i5, r9 290, 16gb of ram and my PC is freezing up occasionally. I'll for example open spotify and a game while trying to open a web browser and it will freeze for like 20 seconds. What does this mean? It happens occasionally when I'm opening multiple programs or something.

Also how do I test my CPU performance and gpu performance?
