Surface 2 error code?

Hi guys.

 

probably the wrong forum here but i have a Microsoft Surface 2. and recently, for some reason, whenever i try to install any apps it says "something happened and your purchase couldnt be completed. Error code : 0x8007064x

 

ive looked on google but no answer.

 

a few months ago i couldnt access the metro version of the internet explorer (touch friendly) after trying to watch a youtube video and my pc restarted and saaid something along the lines of Video_Cache_internal_error. from thereon in i cannot play youtube videos but the sound is okay. could this be like a virus or something thats spreading through my surface?

 

ive gone into command prompt and run both scannow and chkdsk, and both say my system is okay.

error code: 0x8007064a also comes
