Your problem is a little too big to get diagnosed just by knowing your hardware, as a start, i could suggest to reset your BIOS configuration to default settings, just make sure your boot priority options are OK, and your sata interface is set to AHCI and not IDE or RAID. Other things you could try are unplug every USB device that is not required for the proper PC functioning, if you see your PC stops shutting down, unplug your usb devices one at a time to know which one is causing a problem.

20 seconds is too quick to even think in overheating problems but check all your fans are spinning when you turn your PC on, your CPU fan could be not spinning (proporly) and hence your PC turns itself off before any damage could be done. This are just some ideas.
