the i5 4690s is at 170 usd and the fx-8320e is at 110 usd which cpu would be a better build for a budget under 800 usd this build would be for gaming, some light photo editing, and on rare occasions video editing

The i5 wins hands down not sure why you want a power saver but ok :P It's way stronger compared to the 8320

the standard versions cost the same and have the same cpu boost, so  the s/e versions while idling or light task it consumes less power and heat.

Unless it's going in a very small form factor application, you're not really going to notice the difference.
