I took all my fans out of my Phanteks PWM hub to see what was the loudest part in my PC and it was my CM V1000 PSU, my GTX970's fans weren't rotating so it wasn't them.

I currently have it Fan facing downwards though because w/ the fan up there's a small clearence with the Enthoo Pro PSU shroud.

And tips how to quieten down the PSU or should I sell and get an RM PSU? As I've heard they're quite quiet

Could be a faulty fan, you could try RMA first, and if that doesn't fix it you could sell it and pick up something like an EVGA G2 850/750.

Stuff:  i7 7700k @ (dat nibba succ) | ASRock Z170M OC Formula | G.Skill TridentZ 3600 c16 | EKWB 1080 @ 2100 mhz  |  Acer X34 Predator | R4 | EVGA 1000 P2 | 1080mm Radiator Custom Loop | HD800 + Audio-GD NFB-11 | 850 Evo 1TB | 840 Pro 256GB | 3TB WD Blue | 2TB Barracuda

There isn't much that can be done about the PSU fan noise unless you open it which is not exactly safe if you don't know what your doing. As Thermal said check with CM and see what they say first.

I've had this PSU for a while I just paid no attention to it as I'm normally blasting my music/games

I'm a bit surprised on the high end unit it doesn't have a silent or eco mode until a certain temp or load.

I bought it as I was a dumbass.

I had a 550W, As I upgraded from a 660Ti to a 970, 550 wasn't enough so I needed a new PSU.

I 'future-proofed' it and bought a reliable brand w/o any prior research.

That spells dumbass all over it hahahaha

The V series from CM is their top of the line and is a good quality unit but it seems you might have gotten one with a bad fan.
