Booting issue

Hi guys I am having an issue and I don't know how or what to do anymore the computer when it is out of the case it boots and lets me navigate the BIOS no problem but whenever I place it inside the case it doesn't boot up the only difference between being outside and inside is that i just my exacto knife to start it any suggestion will be greatly appreciated 

 

the Specs for the are:

 

CPU: Intel Celeron G1820

MoBo: AsRock H87WS-DL

RAM: Kingston Technology 4GB 1600MHz PC3-12800 240-Pin Single Rank DIMM Memory for Select Dell Desktops (KTD-XPS730CS/4G)

PSU: Ultra LSP-500

Case: IN WIN PE-Series IW-PE689 Pedestal Server Case

Yes and I clear the CMOS about 20 time by now

I've never build anything in Intel Before just AMD but I did do my research and all this parts are compatible

Have you tried using the knife to boot it up inside the case? Does that work?

Its likely a short, are all your standoffs in the right place?

I tried to boot it from inside with the knife already and yes I re did the build and check EVERYTHING twice sir.

 

I've heard of this issue before but no one was able to find out what happen
