Why is it not recommended to use a vacuum?

It creates a static charge at the tip of the nozzle, so you have to be extremely careful when using a vacuum to not shock any of the hardware -- plus a vacuum is only going to pick up the bigger stuff -- it isn't going to take care of most of the dust on the parts anyway.

It generates a lot of static and will blow or suck parts of things

If you have one use an air compressor at about 60psi if not canned air works well. you can use a vacuum if you have a massive build up of crap on your fan grills but dont place it directly one any components ie motherboard. if there areas on your motherboard that you wan to get to they make an anti static brush http://www.amazon.com/0-5cm-Black-Plastic-Handle-Static/dp/B00880BAJE/ref=sr_1_sc_2?ie=UTF8&qid=1436619961&sr=8-2-spell&keywords=anti+stadic+brush.

But most use a tooth brush or paint brush. also if you need to wipe something off use isopropyl alcohol on a microfiber cloth or pad.

Blow on it with canned air mate. Do not blow on it with your mouth.

what i usually do is just put a vacuum hose near the computer so that it sucks up the dust when i blow it out of wherever with compressed air.  If you are in a pinch for air try a party balloon, it works pretty well for a cheapo solution just make sure you don't get a ton of spit into it when you blow it up!

Never use a vacuum or anything that sucks air to clean your pc, as static built up at the nozzle can short your pc out (unless your vacuum can blow air in addition to sucking and the air pressure is strong enough to blow the dust out ). Use a compressed air can to blow the dust out. Clean your pc outside your house as it can get messy with the dust flying out of your pc. If air cans are too costly on a long term basis ( as they run out ), consider getting an electronic duster / blower.
