So, yesterday I built a computer with two Intel Xeon E5-2630s, a ASUS Z10PE-D16 server motherboard, 128gb of RAM, a total of 6 fans, 4 hard drives and powered by a 400W SeaSonic 2U PSU in a Norco RPC-2008 2U rackmount case. I got everything plugged in nicely, spent a few hours finding the manual online so I know where to put the power switch cable, plugged it in, looked up what the LEDs on the motherboard meant, and pressed the on button. I heard a small, short  sound come from the PSU, waited 30 seconds, and nothing happened. I checked to make sure the power switch was in the right place, checked the LEDs on the motherboard to see what they were reporting, unplugged the PSU, plugged it back in, waited a few minutes and pressed the on button again. A small, short sound came from the PSU once more and nothing happened. I redid ALL of the wires and tried it again, the same thing happened and the LEDs on the motherboard didn't report anything wrong.

Does anyone know what the could be caused by? The PSU should have enough power and I have never had something refuse to start without any errors appearing.

Thanks in advance

I'd start by disconnecting all the hard drives, and removing all but one stick of RAM. See it it posts then. If not, remove that stick of RAM and try it with another. If it still doesn't post you need to check the PSU.

Unplug all the PSU connections inside the case and to the MB, and jumper the green wire on the 24 pin connector to one of the black wires on the 24 pin and see if the PSU starts up. If not the PSU is faulty.

Let me know what you find out and we can go from there.
