Have you checked to see if OC Genie is toggled on in the BIOS? At least for the gaming series boards for z87, that was their auto-OC feature that was on by default. If you want it down to stock even under load you might also have to disable turbo boost.

go in windows go to power options>change plan settings>change advanced power settings>cpu power management and set max processor state to 99% I think it is, that will disable turbo boost, that's one way of doing it easily anyway.

 

Also, just as an FYI 4.4Ghz is stock for a 4790k I would consider 3.9GHz a throttled frequency IMO.

4,4Ghz is the stock turbo boost of a 4790K :)

Should be 4.4ghz turbo only under 1-2 core load, right?

Hey Scotty does your 4790k keep stable at 4.4GHz or does it fluctuate quite a lot?

Some motherboards allow FULL turbo across all cores under load, mine does, it does not declock under Multi x39 EVER.

But I know that its normal for under load to lose 100Mhz or so from each core... depending on how many cores are used.

I have an MSI X-Power motherboard and an i7 4790k CPU, and the CPU keeps automatically OC to 4.4GHz. Is there anyway to permanently stop the OC and reduce this down to the stock 3.9GHz?

OP - Why buy any CPU and then decide to cripple its performance that you obviously wanted or you wouldn't have bought it lol...

But this thread doesn't seem to be like that.. IMO..

Ahhh, so its a temp fix for a temp problem.

Thank god for that, I was thinking this was intended for the life of the PC. (For whatever reasons)

Turbo boost shouldn't have any effect on temps, assuming your board isn't boosting voltage as a consequence. You'll likely need to change core voltage over to manual and knock it back a bit. I would try that before disabling ITB.
