I do believe you are able to, I have never heard of a locked Modem.

They actually happen to be a thing here in Canada.  Especially if you're with Bell.

So that's the router what about the modem? That only leaves 70 bucks for it

you shouldn't need a modem unless you have a DSL.

Is there a tangible benefit for having a 'better' modem than what the DSL provider gives? Say, on a typical 2MB/sec connection, wired.

I have never Had the problem here in Australia and we have changed the modem many times on and off a contract.

Yeah, but I'm just making the point that some ISP's require certain modems.  Not all.  I'm only stating what I'VE personally seen.

You can request Charter to swap a modem for you. They have 8 channel bonding cisco and motorola modems available in certain areas. You can either call them and have a technician swap it for you or go to the local office to swap it. Since the modem fee is basically free (it's included with the internet service cost), you don't need to buy your own modem.

I do believe you are able to, I have never heard of a locked Modem.

Believe it or not there are ISPs that force you to use their modems. Our national ISP, for example runs a config check every 2 hours, and if any of the options aside from WiFi and the Local Network are changed, the system blocks you. But generally there's always a workaround.

For the router I suggest getting a plain WiFi Router rather than a combo unit, since your current modem is not bad, something like an ASUS AC66 or NETGEAR Nighthawk or even TP-LINK Archer C8 or 9 would surely satisfy your needs.
