CPU not overclocking

My cpu is not overclocking? The target speed is set at 4.0 but the speed it at now is still 3.5....

Control panel>hardware and sound>power options and select balanced

AMD FX 8370E info. 

 

E stand for energy efficient. I don't believe it can overclock. Try turning just base frequency like linus did with his 18 core cpu video.

I did it. Its fixed now. im at 4.1 with a corsair H55 cooler. and im about 19 degrees.   Do you know any stress tests i can use to make sure its stable?

Prime 95, Cinema Bench, just watch some of linus videos. FYI: Also MArk Solved on my last post.

36 degrees is good stable temp for 100% stress while overclocking i assume?
