Gpu Usage at 60%

Hey guys, I just got my new (To me) GPU in the other day and I tried to play H1Z1 on it and I was told that I could run it on high settings and when I do I get 20 FPS and i looked at MSI Afterburner and I see that only 60% of my GPU is being used and about 55% of my CPU is being used... Anybody know why? 

GPU: Gigabyte Windforce Radeon HD 7850

What CPU do you have? How much RAM do you have?

What CPU do you have? How much RAM do you have?

 

Intel Xeon E5506 and 6GB of ram

Optimizations are pretty minimal in that game right now. Whats your render distance set to? 

 

Default, 1500 (I think, Whatever is the default or in the middle of the slider.)
