Before you RMA the CPU reinstall windows, it may just be broken in some way.

Its very rare to have bad CPU, either its dead or working fine.

 

It possible though, forgot where this was but someones AMD 8 core had a bad core. Only detected 7. Worked fine otherwise :P

I am going to rma both the motherboard and the cpu to be safe. But is it possible the psu is not supplying enough power? It's a refurbished 80+ gold evga 1000w psu so I think it should be fine. But ig there is a possibility that it is not doing its job it would be a real pain to return to newegg or evga
