Random fan speed increase with cooler master hyper 212 evo...what's going on?

So I'm currently in the process of overcocking my system and during testing with prime 95 the fan on my hyper 212 evo will randomly ramp up and down and up and down in a very sudden pattern. what i mean is one minute it will be running at like 800-1000 rpm and suddenly it will ramp right up to 1800-2000 rpm.This seems unussual to me as the CPU is only about 65c or 150f hot and will be really annoying once I find my 24/7 over clock.

Anyway my question is, is it possible to set my fan to perminatlly sit in the 800-1000 rpm range with out having it ramp up so high? As I feel the temperatures are within a very safe threshold. If not would it be safe to run my CPU fan of my fan controller at 7v? like all of my other case fans.

Hardware:

Motherboard: gigabyte ga-z77x-d3h

CPU: 3570k ( curretly in testing 4.5ghz@1.30v

In your motherboard BIOS settings, you should be able to control the fan speed. Set it to something that allows you good temps, but not too loud for you.

I have changed it to just about very available option in my bios and it still does the same thing every time
