I'm not sure what you're really asking. You mount it to the CPU(most likely) and give it power, which cools it using a mechanical motor which allows the water to flow through the hoses over top the CPU block.

I am asking stuff like how would you put in coolant in it and I'll liquid cooler and stuff like that (do they use coolant? if so how would you put in in?)in coolers like corsair's or antec's.

Self-contained units that are offered by Corsair, Antec, NZXT, etc come with coolant inside and require no maintenance other than cleaning the radiator. Other units like the Swiftech H320 are able to be expanded and consequently have the ability to have coolant removed or added.

Thank you. But would you have to replace the coolant?

Technically yes, but the units are not designed to be opened.

What would you do when you run out?

It'll take you a few years before you run out - at that point the cooler is unusable.
