Windows 7 x64 problem

So I installed Win 7 x64 fresh on a friend's laptop, its the same version I have and my other computers do too, it works perfectly fine on everything else BUT...

 

On this laptop  (Toshiba Satellite A660) after I install windows, I cannot install most other programs including Chrome or Opera, some programs can be installed if I run them as administrators, others don't run either way? The setup for the programs simply doesen't start

 

Any solution?

I had a simillar problem where it would give me an error when installing programs that the setup was an MSI package. What I did was start an admin command line (right click on command prompt or cmd and choose run as administrator) and run the msi package from the command line. it worked but it's not a real solution, just a by-pass of sorts
