PSU dying?

Ahoy, my brother's old computer he got as a handmedown from me(10 years at this point, first gen am2 socket), if he touches the chassis of the PC he pretty frequently gets shocked from it, i mean electric shock.  Im guessing thats from the PSU being in a pretty bad shape now, am I right? thanks in advance

Or the wall outlet it is plugged into is messed up, and if it's plugged into a power strip or surge protector, that could be messed up. I know a friend that has a outlet that does this.

PC case isent grounded

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
