I am thinking in picking up a cheap 1440p IPS display and I wanted to know your opinions.

I have a GTX 970, will it be able to pull 1440p at high/ultra settings in new games? I like 60fps, but I can stand a 30fps lock if I can't achieve those steady 60.

If yes, which monitor would you suggest? I currently have a 22(?, maybe 21 or 23 i don't know) inch 1080p display, and I don't like those 27 inch monitors, too big.

SNIP

Your 970 is pretty similar to my 780ti, I can play 99% of games at high/ultra 60fps 1440p

I thought they were too big until It tried it, I find 27" 1440p to be absolutely perfect!

There are some 25" models though if that is more your size

If you're going 1440p id recommend 24inch ir bigger, Otherwise you wont see enough difference for it to be worth it according to me.

There aren't a lot of 1440p in 24". I still say get 27", you wont regret it.

So if you are willing to accept the 25" or 27"

Here are a few good ones:

25 inches

27 Inches

There are a few 1440p Korean Monitors you can find on ebay (try searching qnix or xstar). They tend to be cheaper but have lower build quality, I have one myself, and i don't regret it, no problems the last 3 years.
