I have a Cooler master Hyper 212 and the fan is giving me a hard time , because im getting a loud noise from the fan, it is really annoying and i have no idea why, I have cleaned the fan and nothing is blocking it. Is it possible that the fan is failing?
Can I repalce it with another fan ?

Maybe the fan is loose and/or the bearing is starting to wear out. This can happen if you clean the fan with a vacuum cleaner cause that can make the fan rotate in the wrong direction too fast and too long. So yeah, it is possible that the fan is failing. To check whether what I said is the case, press on the "button" side of the fan (the opposite of the side to which the fan is connected with its frame) and see if it is loose and makes a "tick" like noise. If the fan is loose, consider to replace it within a month or so. The fan may still work properly, but it's lifespan will decrease dramatically and the noise is just bad. The fan can also malfunction if one or more of the wings are bend in a wrong way.
