I would ask myself why I need to upgrade, the 760 is a good card.

Because apparently Nvidia either doesnt want to or doesnt care to optimize new games for 600 and 700 cards. Witcher 3 runs meh, Project Cars runs meh. The 760 is a great card. When a PC port is made correctly or someone takes the time to optimize for it, but apparently you have to throw more power than needed at PC games these days to get them to run decently.

What about "Ram Gate" or whatever it was. Does that affect anyones opinion of how the card performs or is that all overblown? And nothing on the AMD side at all?

depends on what resolution you are playing on, if you are playing on 1080p, and with a 760 you probably are, then the 970 is the best you can find, you won't go near 3.5gb of vram in 1080p so having more vram won't give you more performance, if you would play on 1440p then a 390 might be a bit better (but not in gameworks titles) if you find it for the same price or a 290x if you it cheaper then a 970. the only possible place where you could go near the vram of the 970 is fallout 4 with some extremely high res texture mods, cause the skyrim nexus is already full of 4k textures and I can't imagine that fallout wont have those
