need help working out what is broken

I recently put together my parts but my pc would not start. My fans would not spin nor would the psu fans start. I jumped the psu and it worked, but as soon as I connect it to my mobo or cpu it doesn't start. If I connect my psu to mobo without cpu installed it also does not start. Is my cpu or mobo not working?

posible mobo malfunction id say its shorting out in the mobo somewere

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I would of thought it's a motherboard issue. Check the 24 pin on the mobo to see if there is any obvious signs that's there's something wrong there. That's what was wrong with my old Asus mobo.

Corsair 900D, GTX 780, Maximus V Formula, 3770K, 4 x Sandisc SSD's, WD Black 2T, FrozenQ red helix res, Laing d5 pump,XSPC Raystorm, 480 Black Ice sr-1, XSPC RX240, XSPC White Tubing, 2 x koolance qd3 fittings and a butt load of corsair fans lol
