Why would it be wining? 

 

It has coils inside of it so it has the possibility of whining, if the frequency matches the resonance of the material it will whine. There is nothing that can be done about it, sometimes it goes away sometimes it doesn't. It can also be contributed to the specific components you have which can cause it to whine more or less or cause those components to whine, which happens mostly to GPU's.

There is no way of fixing it apart adding silicone or some other sealant to suppress it. Just manufacturer saving some pennies... RMA won't help as it is not due to age, but more due to parts choice.
