So I see I'm going to buy an i tel board and processor

I don't think the processor will hold, how much money can you afford to pay.

My current rig is:

-Amd Athlon II X3 455

-Asus M5A97 R2.0

-Zotac Gt630 Synergy

-Corsair CX430M

-8gb of Ram

-Wd Blue 1TB

I wanna upgrade to play gta v on it.

Am I going to need more than a new graphics card if I overclock the cpu?

You need new GPU.

Also only if you didn't have the R2.0 of that mb you'd try to unlock one core, but it'd be for the minimum. So GPU and CPU.

8 GB of RAM is fine, but the rest pretty much isnt. So.. new CPU, new GPU, new motherboard, that is, if you want to play at any kind of graphics better than minimal.

Well I ran gta5 on med/high with my 570 so you "could" play it with your card most likely.

But yeah upgrade yo shiz

You'll need  new CPU and GPU.

Yeah I would go with at least a 3rd generation preferably a 4th generation intel CPU and a GTX 770 or higher... again preferably a GTX 970 would be good, or if you had the money for it, a GTX 980 Ti would be great.

An Intel board and a processor won't magically make your GPU perform better.

Not in this case - I bet the GT 630 will run fine with a Celeron. Changing the MB and CPU and keeping the GT 630 will make next to no difference for such a demanding game (in which the GPU is key).

He needs to upgrade both his cpu and gpu if he wants to play gta5 at any reasonable fps.  Otherwise he should just save his money.

As I've said my 570 does just fine and, unless I've hit the chip lottery, he doesn't NEED to upgrade his gpu atm if he's happy on med settings for current games.

Obv if he wants the witcher or asscreed running tip top he needs to go big. For a passable time with gta5 his 630 should be fine.
