low cpu frequency
Hi everybody,
I have a problem, I recently started playing world of tanks again and encounterd extreme low fps. While before i runned at 60-80 fps. I searched on the internet and found that the new updates lowered the fps somewhat, yet my 15 fps with a i5 4670k and gtx 770 seemed way to low for me. So i began to search the problem, and found it. My cpu frequency is running at 800mhz and wont go up. Sometimes it gets to 1000 but then goes back to 800. When i start the pc it is the normal 3400 but then just 1 min later it drops and wont go up anymore. I tried other programs but nothing will cause it to go up. I looked at the temps and they seem fine running at 40 degrees celsius. I looked in the bios if any settings were weird but could not find anything.
So can anyone of you explain what causes this.

i5 4670k (not overclocked)
msi gtx 770
Gigabyte GA-Z87P-D3
Coolermaster G650M
120gb ssd
1000 gb WD blue

Go into control panel, power settings, and select high performance.
CPU will always run at 100% then.
