I am planning to build a PC and i am new to this stuff and wanted to know community opinions before i buy one (i am open to changing certain things as well)

I'd say the second build

CPU: Amd fx 8120 3.9ghz...Motherboard: Asus m5a97 evo R:2.0...RAM: 8gb 1600 kingston hyperx blu...GPU: XFX R9 280x ...CASE: Nzxt h440...

I would choose the second build because you got an overclockable cpu and a better quality mobo (z series mobos) + an ssd.

But would totaly change the psu as the b line of evga wasnt really that succesfull and also change the mobo .. better gigabyte or asus instead of asrock (they have better quality components + more stable uefi and bios :P ) and also the harrdrive (seagate has some cheap hdd's BUT stats have shown that they have very poor reliability :/ ) I would suggest you a wd blue or black for better performance but for the ultimate reliability you should go with HGST or previously called hitatchi :P
