no real point imo, just clean the heatsink and put a  new thermal paste, since the old one has probably turned into cement by now, it sure did in my laptop, i had to use a knife to scrape it off

You could try replacing the thermal paste - made a huge difference on my HP laptop as it had a lump of clay in the place of thermal paste... temps reduced by 30c on my gpu (there was pretty much nothing on it) and 20 on my cpu.

As said just replace the thermal material it is most definitely old and dry.

I would personally never recommend lapping a CPU as the risk involved is not worth any potential gains, especially in a laptop. Secondly, lapping the CPU will definitely void any kind of warranty you have (assuming it hasn't expired). 

 

I'll refer anyone considering doing this to first make a good read of the Intel warranty using this warranty check or the generally warranty FAQ.

As others have suggested, the thermal paste could simply be old and I would certainly try replacing the paste first and foremost before doing any other permanent and potentially fatal experiments.

most intel laptop chips do NOT have an ihs... the die is exposed Do NOT modify a cpu's die!

 

what your asking is should you lap a mobile heatsink?

 

if you want... sure it doesnt hurt.

 

i have had heatsinks look all scratched like the pic you posted, from cleaning off the old  tim

 

i usually dont lap them.

 

use a high quality tim.
