Microsoft made it easy for once, no crazy rufus or other shenanigans required

Is it possible for me to install windows 8.1 onto a computer without an OS via USB thumbdrive with just the win8.1 ISO inside?

Or must i make it a bootable drive or something? :o I wanna install it on a SSD via usb
