yes, bike/drive to a nearby datacenter, take a notebook and an internet cable with you, plug the internet cable in and voila internet without isp

just run a cable from your house to his house than yes

or have a satellite connection directly.

 

isps have a huge infrastructure setup so its not easy to not use an isp of some sort.
