I am currently on vacation in France but I live in Sweden, and I was wondering if I bought Mario Kart 8 from amazon here if it would be in english. I remember once I bought a pokemon game here in france and it was locked to french so i dont want to make the same mistake.

Yes.

You can change the in-game language by changing the language setting of your console. You can change the console language in System Settings.

Nintendo have made it so game language is coupled with your system language, rather than locked on the disc

(and the game itself should work too, Sweden is PAL region too right?)

I would say the games would work, but it would be in French, or the languages it is preset in (Some games have multiple langues) 

 

The world has 2 major regions for consoles PAL and NTSC, but NTSC is commonly slip into subgroups

* PAL (Europe, Australia & New Zealand)

NTSC-U/C (North America)

NTSC-J (Japan and Most of Asia )

NTSC-C (China)

OK great the splatoon manual says that aswell so both games will work thank you.
