Can i know is it the voltage 1.39v is not enough for my chip to go 4.5Ghz?

Ok, first of all:

Why do you have a 1200W power supply when you only have two 970s?

Why do you have 2x1TB but not 1x2TB?

Use manual static voltage.

And why a 1200W PSU? I know I can'r say anything cuz I have a 1000w for a single 780 but it was cheap.

And, 2X1TB instead of 1X2TB? Um.

More important question why the Rampage V Extreme he could have gotten a X99S SLI Plus and bought dual 980's.

Mmmmmm... Good point!

I think OP should have asked us (The forum) for some advice before purchasing this rig!

You don't need a 1200w power supply for 980ti sli... If you three way then yes...
