Over the past few months I have had on repeated occasions where when I try to load webpages it is considerably slow or doesn't load at all. Another issue that happens all the time is in web browser games such as cards against humanity I repeatably loose connection and reconnect over and over making it impossible to play. The connection issue never really appears in games except for in Warframe where i would loose connection to chat. From time to time I would also see this affect Skype delaying the messages i send out and delaying the messages i receive when these issues appear i always check my internet speed on speedtest and always receive the speed im paying for.
I would like to know if this is an issue with my isp(comcast), router(DPC3939), or computer(Specs on profile).

How do would i determine if comcast is throttling me? cause i have the full bandwith that i pay for when these problems happen

check your plan and see your actual speeds to determine whether ur being throttled or not. dont confuse megabits for megabytes as 8 megabits=1 megabyte. 5 megabytes is 40 megabits

4457872874.pngI pay for 50 Mb/s down and 10 Mb/s up and occasionally get more than what I pay for 80 Mb/s down and 15 Mb/s and I do know the difference between megabits and megabytes

sorry didn't mean to be rude about knowing the difference and i would like to avoid contacting Comcast unless absolutely needed. hopefully someone else will be able to help
