There isn't anything to fix.  When you're rendering more on screen you're going to get decreased performance.  Lower your anti-aliasing, tessellation, particle, grass, and/or shader quality, they're all big hitters on performance.

My Specs:

AMD 6100 @ 3.50 GHz

8GB RAM @ 1333 MHz

GTX 660 2GB

 

I am getting low FPS in GTA V, I have the settings on Medium to High, and even used the default settings and the recommended ones in Nvidea Game Experience. I am getting 60 FPS sometimes, then it drops to 50, then sometimes 30. I can really notice when it drops as it lags a lot, even when dropping from 60 to 47 FPS. Is there any issue with GTA V? because I used to get 60 FPS consistently.

That's pretty standard.  If you want a constant fps, turn some of your settings down.

I recently enabled ShadowPlay, and the icon is in the bottom right corner (grey). Does this affect performance when not recording using the F9 button or F10?

Well with lower end cards like yours, it does, not by much but it does affect some.

Shadowplay is always recording (unless you disable the shadow recording feature).

If you want to keep the shadowplay on while playing, I'd recommend disabling the shadow recording from the settings.

Really? Thats what you are going to tell him? Not the fact that this is a huge issue for 10's of thousands of people? 1.27 patch ruined this game! And yeah... They will fix it! Because people with sli 980ti's cant even keep a constant unstuttering 60fps even with the lowest settings!
