After pressing the power button computer open only for 10 sec than restart and this happaning again and again ? whats the problem ?

Reset the BIOS and posting computer specs would help a little.

Hey there Joseph Nasif,

Is it a new build? Did you change something when this started to happen? Does your computer enter BIOS or the OS or it simply loads and then restarts? Can you hear the fans spin up?

Resetting the CMOS battery is a good idea. Also try setting up the BIOS to its stock settings and undo any overclocking that you might be doing. Try reseating all your parts and run the computer on its bare minimums.

Having more info like the complete specs and when did this start to occur would be helpful.
