Do you need the performance increase?

If yes, save up for a fury

If no, dont buy it

290x to 390 will give you fps decrease, not increase.

DOnt buy a watercooler, unless you have a referance card

There aren't real solid benchmarks for the 300 series yet. It's very possible the 390 beats the 290x

Well 4k Shadow of mordor MAYBE.

But 290s oc'd higher than the 390 still loose

If he has money for a 290x with a water cooler now, he'll have money for a 390 with a water cooler. Then he could just OC that to get more performance

I still have a month or two before i ultimatly decide on what gpu i want to buy, so i'll stick with having a watercooled reference 290x in my build, and change my decision if need be once the 300 series and the fury X cards come out, since there'll be more information by then.
