GPU stays overclocked

I deleted my oc on my GPU because i was getting artifacts. However, although i have NO oc programm installed, deleted them all, my gpu is clocked at 1200MHz. My left monitor is now getting artifacts all the time, but only on desktop, not in game. How can i fix this?

Did you reset your overclocks and apply the settings?

Yes, however if i reset it it goes to 1200mhz on the core, its like i have changed the bios to where its standard at 1200mhz..

Have you checked the manufacturing clockspeeds for your card?

Maybe GPU is boosting due to thermal headroom? What are your temps?

Though why would it do that in desktop mode so i have artifacts then? It should do it in games.. Anyways, im gonna try to disable that, do you have an idea where i can do that?

hmm, IDK? my 980 runs at 135Mhz on the desktop

Im at 500MHz in desktop mode, before i had some sort of movement of the entire screen, like 10 pixels on the upper side of the screen were from the windows bar. Artifacts are gone for now, i hope that stays like this. I will come back to you when this happens again.

Edit: Artifacts back again, didnt take too long....

Im starting to wonder if this has to do with my monitor because i havent had artifacts when i used a single link DVI Cable displaying 60hz
