Do settings enabled through Nvidia control panel impact performance more?

Technically yes it will impact performance since you're enabling more eye-candy BUT it will not impact performance more than if it were in the game already.

Wondering if there is any performance impact when forcing certain features like AA and texture filtering in Nvidia control panel when the feature is not supported in the game itself.

Well if it's not in the game already, then yes, it'll impact performance. But if the game already had the feature, the performance impact would be the same regardless of where you enabled the feature (NV control panel or game settings.)

 

For instance, say a game doesn't support 4x MSAA, but you force it in the control panel. You'll see a performance hit because AA is enabled.

Say the game does support AA. You'll see the exact same performance hit from enabling it in the control panel as you would enabling it in the game settings.
