Yes, rubber washers should help quite a bit. You can also look into those rubber fan-mounts instead of using screws. 

 

Yeah I was looking at the rubber fan mounts but in the local store they don't have them with screws for my watercoolingkitso.

 

clean and oil it. it might have more dust on one blade than another, and the bearings might be going out.

 

Since I was lacking rubber washer I tried a zip-tie and that fixed it so thanks both for the info :)

No problem. I oil my sleeve bearing fans monthly. this is why my 15 year old fans still work.
