tw3 working slow

i have in this game around 70all the time, but yet it feels like the game just working slow and with low FPS ( checking with fraps )

 

could it be cause of my monitor? its Samsung syncmaster 2233bw

is tw3

My PC Specs: CPU: Core i5 4590 @ stock speeds, GPU: RX 480 8GB, RAM: 16GB DDR3 @1600mhz

 

Case: Zalman ZM-T4,Motherboard: GigaByte GA-H81M-S2H LGA 1150, HDD/SSD: 2TB Seagate Expansion drive, 1TB Samsung Portable HDD, 160gb Intel SSD, PSU: 550w corsair cxm

Very unlikely that monitor is reason. Total War 3? That would be pretty old game. List your specs, including drive that game is.
